Seeing as the CLBB has been my best source of information, I'm hoping you all might be able to help me out again. There is a type of software that I have been searching for but it doesn't seem to exist. I thought it might be a good side business idea for me. The problem is that I don't know anything about computer programming. Can someone point me to which type of programming I would need to learn to make a program that would work something like a cross between Microsoft Money and Mastercook.

There are tons of computer programs out there and they are written in different languages. A lot depends on if you wanted it to be installed software, or a web application. Also, I'm assuming that you want it to store information, so it would also have to have a database back-end.
Learning computer programming is a multi-year process, especially if you are starting from scratch. You might be able to accomplish what you want by buying a commercial database program and using the built-in tools rather than starting with learning a language from ABC. You can always slap programming on top of a DB if it doesn't do everything you want. You might look at something like FileMaker Pro -- it's not expensive, comes in both Mac & Windows versions, and is much much friendlier and easier to use than something like Microsoft Access. You may be able to take one of the built-in database examples and use that as a jumping-off place. Be sure and get a good book to learn the program and how to customize and expand.
