cuisinart ice cream maker question..help asap!

i just inheirited a cuisinart ice-20 ice cream maker from my mom and am trying to make ice cream. I don't know if my mom forgot to send the very top lid or what but there is a star shaped hole to add ingreients with nothing covering it. The freezer bowl turns when the motor is on, but the mixing arm does not. Is this the way its supposed to be? Or am i missing some tope lid thing that locks the mixing arm into place so that it turns opposite of the freezer bowl??

please help!!
