flank steak vs serloin tip steak

I've noticed that most of Cooking Lights recipe's using steak suggest flank steak. In the small town I live in, the stores do not have this. What exactly is flank steak and can another form of steak be substituted? For instance, I buy serloin tip steak. Can it be used in place of flank steak?
