I did an experiment and marinated a 1.75 pound eye of round roast in MILK for about 5 hours before cooking it. I threw the roast in a bad, covered it with milk and just let it sit.
When it was time to cook the roast, I took it out of the milk and added the usual spices -- garlic, pepper, onions, salt. I baked it for an hour at 325 and it came out VERY tender. I think it was the milk marinade. I make it all the time without soaking in milk and it's never as tender as it was this last time.
