Cookbooks - galley editions?

There's a cookbook on eBay that I'd like to bid on; however, it's listed as an uncorrected bound galley. First, is it legal to buy or sell one of these, and second, is it likely to differ substantially from the finished cookbook? I'm hoping someone will have some answers...

galley can differ--how great depends on editor's decision for final print.
I am not sure about legalities on selling galley, but think it is OK--I wouldn't say retail could sell it, but this is e-bay.
Any other library/law opinions?
