Determining pan size

I'm looking to get a new cookware set and I'd like to get a set that has the same (or at least) comparable size pieces as my current set.

When a set includes an 8", 10" or 12" saute/omlette pan, is it measured across the top (rim to rim) or across the bottom/inside of the pan? (I got my first and only set as a shower gift 8 years ago so I never had to measure.)

I'm pretty sure it is across the top. but we better hear from someone else to be absolutely sure.
