When I was in the grocery store, Gold Medal had something new called tortilla flour. It looked like regular wheat flour and contained the same ingredients. It had the same equivalent measures and nutrition facts as all-purpose flour but it has only 2 g. protein per 1/4 c. Anyway, can anyone tell me if they've used it, and why a person would need a special flour for flour tortillas?

Sounds like a very simple marketing ploy and nothing else! Flour tortillas do not require a special flour but have fat (usually lard as an ingredient). Corn tortillas do require masa as the main ingredient but do not have fat/lard as an ingredient.

Sound like a lower protien/lower gluten flour similar to a pastry flour. It could also be treated or processed in a different way than all-purpose flour. The idea would be to get a more tender result.
