What type of cookie do you make for those cookies that have the Hershey kisses on top? Is it a sugar cookie or peanut butter one?

Here is the one I make, which is from the Hershey's website. I roll them in turbinado sugar rather than granulated, though. Edited to add: these are softer than a regular sugar cookie, I think.
Peanut Blossoms
Ingredients:
48 HERSHEY'S KISSES Brand Milk Chocolates
1/2 cup shortening
3/4 cup REESE'S Creamy Peanut Butter or REESE'S Crunchy Peanut Butter
1/3 cup granulated sugar
1/3 cup packed light brown sugar
1 egg
2 tablespoons milk
1 teaspoon vanilla extract
1-1/2 cups all-purpose flour
1 teaspoon baking soda
1/2 teaspoon salt
Granulated sugar
Directions:
1. Heat oven to 375°F. Remove wrappers from chocolates.
2. Beat shortening and peanut butter in large bowl until well blended. Add 1/3 cup granulated sugar and brown sugar; beat until fluffy. Add egg, milk and vanilla; beat well. Stir together flour, baking soda and salt; gradually beat into peanut butter mixture.
3. Shape dough into 1-inch balls. Roll in granulated sugar; place on ungreased cookie sheet.
4. Bake 8 to 10 minutes or until lightly browned. Immediately press a chocolate into center of each cookie; cookie will crack around edges. Remove from cookie sheet to wire rack. Cool completely. About 4 dozen cookies.
I've made them with both sugar and peanut butter and even chocolate...I like that you can now buy the kisses unwrapped for cookies!
Peanut Butter Kisses

1 3/4 cups flour
1 teaspoon baking soda
1/2 teaspoon salt
1/2 cup granulated sugar
1/2 cup brown sugar
1/2 cup shortening (I use coconut oil)
1/2 cup peanut butter
1 egg
2 tablespoons milk
1 teaspoon vanilla extract
48 Hershey's Kisses
Extra sugar
Combine flour, soda, salt and both sugars and set aside. Beat shortening and peanut butter together, adding egg, milk and vanilla. Add dry ingredients. Refrigerate until ready to bake.
At baking time preheat oven to 375 degrees F. Form cookie dough into balls about the size of a walnut. Roll ball in extra sugar and put on greased cookie sheets. Bake 10 to 12 minutes. Remove from oven and top each immediately with a Hershey's Kiss. Yield: 3 to 4 dozen.
Cocoa Kiss Cookies

1 cup butter, softened
2/3 cup sugar
1 tsp. vanilla extract

1/4 cup Hershey's Cocoa
1 cup pecans, finely chopped
9 oz. Hershey's Kisses Chocolates
Powdered sugar
Directions:
In large bowl, beat butter, sugar and vanilla until creamy. Stir together flour and cocoa; add in butter mixture, beating until blended. Add pecans; beat until well blended. Refrigerate dough about 1 hour or until firm enough to handle.
Heat oven to 375°F. Remove wrappers from chocolate pieces. Mold scant tablespoon of dough around each chocolate piece, covering completely. Shape into balls. Place on ungreased cookie sheet. Bake 10 to 12 minutes or until set. Cool slightly, about 1 minute; remove from cookie sheet to wire rack. Cool completely. Roll in powdered sugar. Roll in sugar again before serving, if desired.
